If your audio interface doesn’t offer direct monitoring or you’re using a virtual audio device, this is a way to be able to listen to what you’re recording.
Right-click the arm button and select Record Monitor: On.
This will output the audio on the Playback device set in Preferences > Audio. Note, that the microphone slider has transformed into a speaker volume control.
